I'm in Vancouver, BC and there is maybe one organic grocery store in the city that sells raw chocolate.
It's called Drive Organics.

You might also want to check out Raw Vegan Source in Seattle, WA. http://rawvegansource.com/index.aspx They are probably like the largest raw food buyer's club in Pacific Northwest.
